Major Urban Poverty Challenges Identification (MUPCI) workshops

The MUPCI workshops will be conducted in each of the eight municipalities covered by the project.
The South African Institute of Race Relations does not measure poverty solely in terms of the financial position of a given community or individual. Rather, the Institute identifies the broader manifestations of poverty. These include issues such as access to clean water and sanitation, access to housing, access to security and health services, gender equality, the rights of children and other vulnerable groups, access to employment and education, and developmental infrastructure.
The MUPCI workshops will take place during the first year of the project at each of the eight targeted municipalities.
These MUPCI workshops will be designed for elected councillors and officials to identify what they see as the major poverty challenges facing their constituents.
Agenda
- Welcome and introductions
- A briefing presented by the municipal outreach officer based on the poverty research findings of the Institute for the relevant municipal district. These will include the broader definition of poverty such as housing, health, education, services, gender bias, as well as financial poverty.
- Input on the role and responsibility of the municipal authority. This will be a member of the authority, an outside NGO, or the municipal outreach officer. This will include the broader constitutional and legislative framework wherein the local authority operates.
- Target audience will contribute their "grass roots" experience of poverty in the target area. They will be encouraged to identify poverty in its broader definition and not just financial poverty.
- A debate will follow on whether the domestically identified poverty priorities match those of the published research.
- The target group will identify any flaws in the Institute's and their own analysis of poverty in their communities.
- The target group will match the research findings to their own analysis on poverty in their communities.
- The target group will identify the key poverty challenges confronting their communities.
- A summary of the discussion will identify the key poverty challenges and be endorsed by the municipal outreach officer.
The feedback will be collated with poverty data collected by the Institute's research department to present an accurate picture of the state of poverty in the eight target municipalities.
